Ethical Governance of AI-Embedded HR Systems: A Review of Algorithmic Transparency, Compliance Protocols, and Federated Learning Applications in Workforce Surveillance

This review investigates the ethical governance mechanisms essential for regulating AI-embedded HR systems, with a particular focus on algorithmic transparency, regulatory compliance protocols, and federated learning frameworks that enable privacy-preserving analytics. Drawing from over sixty scholarly sources published between 2018 and 2022—including seminal contributions by Okatta, Ajiga, and others—this paper synthesizes cross-disciplinary findings to present a comprehensive analysis of ethical challenges and mitigation strategies in AI-driven HR practices.
The study critically evaluates how federated learning architectures decentralize sensitive workforce data, reducing exposure while enhancing model accuracy in performance monitoring and behavioral prediction. It also explores governance models and ethical auditing tools designed to ensure compliance with data protection regulations such as the GDPR and emerging African digital policies. Moreover, the paper identifies gaps in algorithmic accountability, such as opaque decision-making in hiring and promotion systems, and proposes actionable ethical governance frameworks to ensure equitable outcomes and safeguard worker autonomy.
This paper contributes to a growing body of literature by integrating perspectives from data ethics, labor law, and AI research to inform policy, promote trust, and guide responsible deployment of AI in HR ecosystems.
